The manga is set in China and follows young Shin, originally from the state of Qin, on his way to fulfilling his dream of becoming a Great General under the heavens. The story takes place during the period of the Warring Kingdoms, when China was divided into seven kingdoms: Qin, Zhao, Han, Wei, Chu, Yan and Qi. Through Shin's story, we also follow the story of Ei Sei, the man who would later be known as Qin Shi Huang, the unifier of China.
